The Chittagong Port being the principal seaport of Bangladesh handling about 92% of maritime trade of Bangladesh. With the economic growth of the country and government response towards globalization and trade liberalization, cargo handling at Chittagong port has been rising sharply. Because of the steady growth in the volume of container arriving at the port, the port authority has been implementing various development programmes in phases.
Implementation position of the ongoing projects are described below:
i) Construction of a Container Terminal at New‑mooring area of
Chittagong port.
The objective o f the project is to build a new Container Terminal having 1000 metre berth in the New Mooring area of the Chittagong Port including 22 hectors back-up facilities. The approved estimated cost of the project is Tk.503.83 crores, which is being met from CPA’s own fund. M/s. China Harbour Engineering Co.(Group) was appointed as contractor for Civil works of the project on 29-01-2004. The contractor commenced works on 14-02-2004. In the meantime physical works under the project have been completed and the newly built Container Terminal along with other facilities have been brought under operation.

The objective of the project is to increase the capacity of the container terminals in Chittagong Port and enable it to be at par with international port security and environmental standards. In the medium term, the project will lead to reduction in service time; lower shipping and port charges, which will foster more international trade. The project is funded by ADB and comprises three main components: i) CPA Component, ii) CHC (Customs House of Chittagong) Component and RHD (Roads and Highway Department) Component. CPA Component comprises the following :-
- Reconstruction and up gradation of internal roads and bridge between CCT and the general cargo berths and improvement of two access points (gates) to expedite intra-port traffic flow.
- Construction of 900m port-service road and a bridge to provide direct access from the yard to port park.
- Installation of a computerized Container Terminal Management System(CTMS) including Digital Global Positioning System(DGPS) and up gradation of the existing management information system.
- Improvement of the port environment and environmental capacity of CPA by Installing facilities for receiving and separating oil waste from ships and construction of monitoring office/laboratory etc.
All the components of the project are being executed under 05(five) packages(CPA-1, CPA-2, CPA-3, CPA-4, CPA-5) complying ADB’s guidelines. Contract awarded for execution of three packages viz; (i) Civil works for Environment Management (CPA-3), (ii) Reconstruction and Up gradation of Internal roads and Canal Bridge between CCT and GCB and gate control equipment (CPA-4) and (iii) Construction of Port service road and bridge across the Mohesh Khal (CPA-5) and the works are in progress. After completion of evaluation of the bid received for package CPA-1 & CPA-2 i,e. Computerization of Container Terminal Management System(CTMS) (CPA-1) and Procurement & installation of Oil Waste Reception and Oil-spill Protection Equipment(CPA-2) recommendation of the Bid Evaluation Committee (BEC) has been sent to ADB through the Ministry of Shipping for clearance.
iii) Feasibility study for construction of one new ICD near Dhirasram.

The main objective of the T A project is to carryout a feasibility study to facilitate inland transportation of containers by providing physical facilities such as construction of a new ICD near Dhirasram and installation of railway spur between Pubail and Dhirasram railway station. This is to handle increased numbers of container and to provide adequate inter modal facilities to ensure the effective and efficient movement of containers for the tradable sectors of the economy in the key Dhaka-Chittagong Transport corridor. The TAPP of the project was approved on 15.08.2005 at an estimated cost of Tk. 436.04 lakh including project aid of 226.03 lakh. The cost of the study is borne out of IDA technical assistance(EMTAP grant no. H107 BD). The contract agreement was signed between Chittagong Port Authority (CPA) and J.V. of M/s. Consulting Engineering Services (India) Pvt. Ltd. & M/s. Engineering & Planning Consultants Ltd., Dhaka on 11/07/2006. The assignment of the consultant has been completed on submission of the Final Feasibility Study Report during June 2007. The study confirms the viability of the project. The project has been included in the ADP 2007-08 for finalization of the payment due to the consultant. In compliance with the recommendations of the consultants, TPP has been prepared by Bangladesh Railway for preparatory works for the investment project. The TPP has been recommended in the Special Project Evaluation Committee’s (SPEC) meeting held on 30 March 2008 for approval of the competent authority.

The objective of the project is to appoint an internationally recognized consulting firm in association with domestic consultant with technical assistance from ADB to (i) assist Chittagong Port Authority(CPA) and Customs House, Chittagong(CHC) in implementing the actions for improving port efficiency; (ii) support the implementation of a human resource development plan to upgrade employee skills; (iii) assist Ministry of Shipping & CPA in implementing the restructured port tariffs, (iv) assist CPA in developing and implementing a strategic plan and also (v) assist CPA in establishing and initializing Port Services Improvement Committee (PSIC).
The TPP of the TA project was approved on 23.03.2006 at a cost of Tk. 371.20 lakh including project aid of Tk. 294.40 lakh. The TA project is being financed by ADB under ADB TA # 4506 BAN.
Contract Agreement was signed between ADB and M/s. Kellogg Brown & Root(KBR) Pty Ltd., Australia in association with HB Consultants Ltd., Dhaka on 07 June 2006. As per revised programme, the consultants will perform their assignment in three stages. By this time, the consultant submitted the Strategic Plan for CPA and the same has been approved by the Ministry of Shipping and sent to ADB. As per revised program, the T.A project is scheduled for completion by September 2008. |
