Measures Taken For Improvement of Port Efficiency

Efficiency Indicators

Chittagong is premier international maritime gateway of Bangladesh that handles country’s more than 90% export and import cargo. With a mission to move the port further towards more international model for South East Asian region , presently, Port Authority has taken some worthy steps aiming at  maximum efficiency of the port  by using the best of existing human and technical resources.

Ship’s Turn Around Time

Since April, 2007 vessels Turn Around Time has reduced to 3-4 days than 11-12days before. The waiting time at Outer Anchorage is zero and now-a-days about 5-8 berths remain vacant. CPA is pondering to introduce “ Berth Window” system very soon.

Dwell Time of Containers

Dwell time of container has been reduced to 18 days.

Increase of Yard Space

Adding the portion of  the NCT yard and planned stacking, the current capacity has been raised to 22,000 TEUs. By July, 07 the yard capacity will be increased to hold 32,000 TEUs with the construction of Park Yard and developing certain abandoned shed spaces in the yard.

Integrated Operation and Berth Operator

Integrated Berth Operation has been introduced in the port by private firms. Entire cargo operation to and from a ship is entrusted to a Berth Operator in Place of Stevedore. Single Group merging Dock Labour, Merchant Labour & Stevedore workers are working under a Berth Operator. 

Hook to Door delivery

Cotton, Rape Seed, Peas, Rice, Wheat, Pulse, Waste Paper, Iron Scrap & Poultry Feed now directly being unstuffed in Off Docks. The NBR considering increasing the number of Off Docks gradually. Since imported containers containing above items being delivered directly to Off Docks, congestion in the Port Yard is reduced.

Introduction of Three Shifts Instead of Two Shifts

Now cargo operation is expedited  to 24 hours in a day, 7 days in a week 363 days in  a  year. Maintaining duty roaster and continuous supervision at all level has ensured port’s round the clock operation which enhanced efficiency.

Opening of Port Access Road

The inauguration of 12 km long Port Access Road has reduced traffic congestion inside port as well as in the Chittagong City. The same has also reduced the time and distance from hinterland. 

Introduction of the Green Channel

45 RMG(Ready Made Garments) Industries are enjoying Green Channel facilities by onward delivery of containers of  Tax Free raw materials to their own factories.

User Focused One Stop Service

Working booth of Shipping Agents, Freight Forwarders, Custom, C&F, and   Banks are brought under one shed, which ensured document clearance within 20 minutes. Notewortily, on line   banking service of five private banks with value added competition is available at One Stop Service center.

Computerization

Pay roll, Account and Billing (Vessel bill, Container Bill etc.) are prepared by computer. Six-kilometer fiber optic cable has been laid along the jetty area to set up LAN for gates and traffic sections. Gate passes Cargo/container in out, Truck in out and monitoring software is in operation with LAN system. 126 closed circuit TV Cameras with fire alarm system have been installed for this purpose.

Container Terminal Management System and MIS

CTMS is an operation control system designed to plan the discharge and marshalling of containers and control every aspect of the movement of containers within the terminal. It tracks containers in real time, automatically develops billing and invoices for all services rendered and organizes all information collected by the system that is incorporated into a MIS reporting network. When the system will be commissioned, all stakeholders will come into same network and they will able to complete all their port and custom formalities sitting in their office desktop.

Since computerization of terminal operation is a global concept, CPA has undertaken CTMS Project, which is in implementation stage and expected to complete by November 2008.

Private Sector Participation in Port Operation

8 Off Docks out of 11 have been authorized to stuffing & unstuffing of export & import containers. This vital step would reduce numbers of Empty Containers occupying Port Yard Spaces.

Port and Anchorage Security

ISPS standard security system has been introduced in Jetty and Anchorage of Chittagong Port which is widely visited by  International Watch agencies with remarkable positive impression. Port Security Committee is formed consisting members from Army, Navy, Police, Coast Guard, Intelligence, Dept of Shipping and Port Marine Personnel. 

Rapid Delivery of Containers from Yard

Delivery time of FCL container is fixed within six hours and LCL container is fixed within one hour. Container stowage charge is increased  to discourage prolonged stay of containers in the Port Yard.

Uninterrupted Power Supply Through Express Line/Generator

Port operation used to hamper due to frequent power failure. Express power supply of PDB and standby generator guaranteed uninterrupted power supply round the clock thereby increased the productivity of the port.

Traffic Plan Inside Port

Traffic routes for different cargo vehicles were not planned and controlled in port Restricted Areas which caused congestion and at times accident. Due diligence exercised to ensure free vehicle movement inside port area followed by a prudent traffic plan for different types of vehicles resulted with almost zero traffic jam hence unhiderence to port operation.   

DEVELOPMENT PLAN

  1. Construction of a Container Terminal at New Mooring Area consisting of 1000-meter length. Under this project, construction of 5 berths have already completed and construction of back-up facilities behind 600 meter is going be completed.
  2. Construction of a link road with Chittagong Port Access Road (CPAR).
  3. Construction of 5 Nos. Yard comprising about 60 thousand Sq.m with the holding capacity of 6784 TEUs.
  4. Out of 93 Nos. Cargo/Container Handling Equipment,  25 Nos. have already been procured and the remaining 68 Nos. Equipment and one Incinerator will be procured very shortly.

MID TERM

  • Construction of Container Yard at Park Area of CPA comprising 63042 Sq.m with the holding capacity of 7205 TEUs.
  • Procurement of one New Harbour Tug Boat ( 2400 BHP)
  • Procurement of one New Fast Patrol Boat (Speed 25 knots).
  • Procurement of one New Fast Patrol Boat (Speed 23 knots).
  • Procurement of one Service-cum-Pilot Vessel 1700 BHP (2×850)
  • Procurement of one Service-cum-Pilot Vessel 1600 BHP (2×800)
  • Procurement of Rader and Camera Based Vessel Traffic Surveillance system (VTSS).
  • Construction of 10 Nos. Light Buoy and 1 No. Repair berth.
  • Implementation of Container Terminal Management system (CTMS) and Management Information System (MIS) under the Chittagong Port Trade Facilitation Project.
  • Supply and Installation of Equipment for Oily Waste Collection under the Chittagong Port Trade Facilitation Project.
  • Construction of an Inland Container Terminal (ICT) at Pangaon in Dhaka district.

LONG TERM

  • Construction of Karnaphuli Container Terminal (KCT).
  • Construction of Patenga Container Terminal (PCT).
  • Procurement of various Cargo/Container Handling Equipment in phases.
