Course: Foundation Training Course (for Class - 1 Officers of CPA)
Objectives:
  1. To create corps of skilled, well groomed port officials.
  2. To develop proper attitude and personality. To improve analytical efficiency.
  3. To develop strong mentality in taking quick decisions and solving problems.
  4. To develop positive attitude among the officers so that they can create a congenial environment in all development activities. To give idea about various aspects of port development, important Government policies and existing administrative and management techniques of CPA.
  5. Make them conversant with computer applications.
For whom: Class I officers of CPA who did not yet taken the foundation course are mandatory to them.
Course contents:
  • Relationship between Government and Port Authority.
  • Ministry of shipping.
  • Introducing Chittagong Port Authority:Historical background, Organogram, Installation and facilities, Finance, Development, Welfare, Public Relations, Traffic.
  • Relationship with port users.
  • Activities of various department of CPA.
  • Familiarization with the activities of various department of CPA (attachment).
  • Office Management : Port Act and Port Ordinance-1976, Conduct Rules, E & D Rules and its applications, Different types of leave and their rules, Work Simplification, Work division and distribution, Office Supervision & Human Relations, Service Rules, Report writing.
  • Disaster Management: Major natural disasters in Bangladesh, Cyclone, Tidal surge, Flood, Earthquake, Disaster Action Plan, Disaster Management Policy, Warning Signals for Sea & River Ports, Cyclone Disaster Preparedness and Post Cyclone Rehabilitation Plan of CPA.
  • First Aid.
  • Fire Fighting equipment & emergency rescue.
  • Leadership and motivation.
  • Car driving
  • Physical Exercise and Sports.
  • Familiarization with various kinds of Ship, Crane, Container and Cargo Handling Equipment.
  • Operational activities of Chittagong Port ( Field Trip)
  • Functions of Stevedoring Agents , C& F Agents , Chamber of Commerce & Industries, Customs & Shipping Agents.
  • Dowry.
  • Computer Operation: Operating System, M.S Word, Power Point, E-mail & Internet Browsing.
  • English Language Skills.
  • Ethics and Etiquette.
Duration: 28 (Twenty eight) working days
Date: Starting from 24-07-2004 for 28 working days.
Starting from 12-09-2004 for 28 working days.
Starting from 12-02-2005 for 28 working days.
Starting from 18-05-2005 for 28 working days.
Number of course: 4 (Four)
Number of participants: 10 (Ten) in each course
